What are the SEVESO Regulations?

SEVESO III Directive (2012/18/EU) is a regulatory framework aimed at preventing and mitigating risks associated with the storage and handling of hazardous chemicals.

Named after the Seveso industrial accident in Italy in 1976 and subsequent incidents, which highlighted the need for legislation to prevent and control such accidents, the Seveso Directive was implemented through the Control of Major Accident Hazards (COMAH) Regulations and put into effect to ensure robust measures are in place to prevent major accidents and minimise the impact on human life and the environment.

These regulations apply to operators storing quantities of qualifying substances exceeding specified thresholds. Qualifying substances encompass flammable, toxic, and environmentally hazardous materials, with storage quantities determining whether the installation falls under the Upper or Lower Tier categorisation.
